    THE PORTUGUESE PRIME MINISTER, DR. ANTONIA DE OLIVEIRA SALAZAR, YESTERDAY (WEDNESDAY) GAVE A WARNING IN LISBON ON THE RHODESIAN QUESTION. HE SAID THAT A FALSE STEP IN HANDLING THIS PROBLEM COULD "KINDLE A VAST FIRE."
    DR. SALAZAR WAS SPEAKING IN THE NATIONAL ASSEMBLY BUILDING DURING A CEREMONY OF HOMAGE TO HIMSELF BY REPRESENTATIVES OF THE PEOPLE OF ANGOLA IN WEST AFRICA. HE SAID IT WAS STILL NOT TOO LATE FOR THE QUESTION OF RHODESIA'S INDEPENDENCE TO BE SOLVED WITH THE BRITISH GOVERNMENT'S AGREEMENT.

    DR. SALAZAR SAID RHODESIA'S SEIZURE OF INDEPENDENCE LAST NOVEMBER HAD BEEN CONSIDERED AN EXCLUSIVE INTERNAL PROBLEM FOR BRITAIN FROM THE BEGINNINGS. AT BRITAIN'S BIDDING THE SECURITY COUNCIL OF THE UNITED NATIONS HAD STEPPED IN GIVING BRITAIN AUTHORITY TO BLOCK SHIPMENTS OF OIL REACHING RHODESIA. DR. SALAZAR SAID HIS GOVERNMENT WAS STILL CAREFULLY STUDYING THIS MOVE AND IT WOULD BE OVERHASTY TO ATTRIBUTE ANY INTENTIONS TO PORTUGAL.

    TWENTY-FOUR HOURS AFTER DR. SALAZAR'S SPEECH, PORTUGUESE OFFICIALS IN THE MOZAMBIQUE PORT OF BEIRA TOOK OVER THE GREEK-OWNED TANKER IOANNA FIVE WHICH HAS BEEN LYING ALONGSIDE A DOCK THERE SINCE LAST WEEK. THE SHIP HAS A CARGO OF 18,000 TONS OF CRUDE OIL THAT BRITAIN SUSPECTS IS BOUND FOR RHODESIA. THE PORTUGUESE TAKE-OVER FOLLOWED PANAMA'S CANCELLATION OF THE SHIP'S REGISTRATION EARLIER THIS WEEK.

    AMONG THOSE AT THE CEREMONY WERE THE MAYOR OF LUANDA, MR. JULIO MESTERE, AND THE PRESIDENT OF THE TRADE AND INDUSTRY ASSOCIATION OF ANGOLA, MR. MARIANO CARVALHO, WHO PRESENTED ANGOLAN GIFTS TO THE PRIME MINISTER.
