    The agreement of the United States to surrender its "sovereignty in perpetuity" over the Panama Canal -- was described by U.S. Secretary of State Dr. Henry Kissinger as the dawn of a new era in U.S. relations with Latin America.

    Dr. Kissinger and the Panamanian Foreign Minister Juan Antonio Tack signed the eight-point agreement of principles in the Panamanian Legislative Palace in Panama City on Thursday (February 7).

    The agreement will form the basis of anew treaty between the United States and Panama to be negotiated "some time in the near future".

    In speeches at the signing ceremony, both Dr. Kissinger and the Panamanian Foreign Minister said the agreement of principles marked the start of a new era in the history of the Americas.
