    Israel's ruling Labour Party met President Katzir in Jerusalem on Tuesday (23rd April), to ask him formally to entrust the task of forming a new Government to its candidate for the Premiership, Mr. Yitzhak Rabin.

    The Secretary-General of the Party, Mr. Aaron Outline, said after the meeting that his part would try to form a new administration based on the present coalition with the Independent Liberals and the National Religous Party.

    The next step is for President Katzir to call in Mr. Rabin, Chief of Staff during the 1967 War, and ask him to form a new administration to replace the one neaded by Mrs. Golda Meir.

    The formation of the new Cabinet was likely to be slowed down by the observance of Remembrance Day - the 24th of April. The remembrance services began on Tuesday night, when President Katzir kindled a memorial torch at the Western (Wailing) in Jerusalem.

    Sirens wailed as people prepared to remember almost 12,000 Israelis, killed in the five wars fought by Israel since its independence in 1948.

    SYNOPSIS: On Tuesday, Israel's ruling Labour Party met President Ephraim Katzir in Jerusalem to ask him formally to invite Mr. Yitzhak Rabin to form a new Government. The new administration should include the Independent Liberals and the National Religous Party, and will replace that headed by Mrs. Golda Meir, who has resigned the Premiership.

    Political matters were put aside later in the day, when Israelis prepared to observe Remembrance Day - the 24th of April. Services began at the Wailing Wall.

    President Katzir kindled a memorial torch at the Wailing Wall in the old city of Jerusalem. Sirens wailed throughout the city. Traffic halted for the one-minute blast. Torches were lit in synagogues throughout the country, and a lone bugler played as silence fell over the city.

    The memorial day was held for almost twelve thousand Israelis who died in the five wars fought by Israel since its independence in 1948. Three thousand were killed in the October war last year, over eight hundred in the 1967 Six-Day War, and another six hundred have died in border clashes and Arab guerrilla activities during the past twenty six years.
