    The people of Cuba are generally a happy people and they don't need too much of a reason to break into a celebration. For the past six years, yesterday -- March 10th -- was one of those days. President Batista generally proclaimed it as a national holiday to mark the anniversary of his seizure of power from President Prio Socarras.

    But Havana was quite--even dictator are forced TO USE DISCRETION. Batista's celebration was restricted to army posts and the officers club at Camp Columbia. Speaking to military brass and his cabinet officers, Batista told the luncheon audience his government would hold fair elections June first. And, of course, he predicted victory for the coalition party headed by his hard-picked successor. While Batista boasted of how he had improved Cuba's economy and raised its standard of living, there were new rumors of a general strike later this month. Rebel leader Fidel Castro feels that a strike will be his ultimate weapon to oust the dictator. Meanwhile, sabotage and terrorism by rebel forces continues. The army has arrested hundreds of youths and most of Cuba's schools are closed because of a student strike.
