Background: A delegation of 12 political leaders from East Pakistan called on Lieutenant General Tikka Khan, Martial Law Administrator of Zone "B" in Dacca, on Sunday (4 April). Official reports say that the delegation, headed by Mr Nurul Amin, assured the Martial Law Administrator of their full cooperation in the restoration of complete normally throughout the province. It is reported that they offered to form a citizen's committee in Dacca, which would serve to dispel unfounded fears from the minds of the people. According to the commentary accompanying this official film from the Pakistan Government, the delegation also condemned India's alleged interference in the internal affairs of Pakistan.
Lt.Gen. Tikka Khan, who is also Governor of East Pakistan, was widely reported on 27th March to have been shot dead in Dacca. The report apparently originated from a clandestine radio broadcast monitored in India.
