FRANCE, AS WEST EUROPE'S LEADING AGRICULTURAL COUNTRY, HAS MORE THAN THREE-QUARTERS OF ITS AREA UNDER CULTIVATION.

    WITH PRODUCTION OF ABOUT 46,000-MILLION FRANCS (GBP3,500-MILLION STERLING) A YEAR, FRANCE'S PRIMARY INDUSTRIES EMPLOY NEARLY THREE-MILLION WORKERS IN THE PRODUCTION OF CEREALS, FRUIT, VEGETABLES, LIVESTOCK, BUTTER AND CHEESE.

    MORE THAN HALF OF THE LAND IS WORKED BY OWNER-OCCUPIERS, THE SMALL FARMERS WHO WILL BE HIT MOST SEVERELY IN ANY ATTEMPT TO LIMIT PRODUCTION OR EXPORTS.

    FRENCH DEVALUATION OF THE FRANC LAST FRIDAY (8 AUGUST) THREW HER PARTNERS IN THE COMMON MARKET INTO A DILEMMA.

    WITH DEVALUATION OFFERING FRENCH FARMERS AN IMMEDIATE INCREASE IN GUARANTEED PRODUCE PRICES, COMMON MARKET MEMBERS FELT THE FARMERS WOULD BE TEMPTED TO PRODUCE MORE TO CASH IN ON THE EXTRA MONEY AT A TIME WHEN THE MARKET HAS VAST SURPLUSES -- PARTICULARLY OF WHEAT AND BUTTER.

    TO PREVENT THIS, MARKET PARTNERS HAVE PROPOSED A PLAN TO CUT AGRICULTURAL SUPPORT PRICES IN FRANCE, TAXING EXPORTS OF FRENCH PRODUCE AND PROVIDING SUBSIDIES FOR HER IMPORTS.

    FOR THE GRAIN FARMER, WHO HAS TAKEN A CONSISTENTLY LARGE PART IN FRANCE'S AGRICULTURAL PRODUCTION INCREASE OVER THE PAST FIVE YEARS, ANY ATTEMPT TO RESTRICT HIS ACTIVITIES IS EXPECTED TO BE STRONGLY RESISTED.

    THIS IS DESPITE THE FACT THAT OVER-PRODUCTION IS COSTING THE COMMON MARKET MORE THAN GBP800-MILLION A YEAR IN SUPPORT COSTS.

    AND WITH NATIONAL CONSUMPTION OF MEAT, MILK AND BUTTER PRODUCTS AT A HIGH LEVEL, THE BEEF PRODUCER AND DAIRY FARMER ARE EXPECTED TO REACT SIMILARLY.

    FOR THE COMMON MARKET PARTNERS, THE PROBLEM IS TO PREVENT A FLOOD OF FRENCH CUT-PRICE PRODUCTS ACROSS THE INTERNAL FRONTIERS AND AT THE SAME TIME PREVENT ANY INCREASE IN PRICES FORCING A RISE IN THE FRENCH COST OF LIVING.
