Background: Film shows President Karume of Zanzibar at his desk at State House, his official residence, and walking on the balcony with a general (whose name, according to the dope, appears to be Lee, although his status is illegible).

The film was taken during an interview by Ray Robinson with the Zanzibar leader. At the same time, Robison was refused permission to film in Zanzibar. On the question of a SOF interview, Karume said this would not be possible until May when Zanzibar "would be back to normal."
