    MR. SMITH TOLD NEWSMEN AT THE AIRPORT THAT HIS TALKS IN LAGOS WITH THE FEDERAL NIGERIAN LEADERS HAD BEEN FRUITFUL. HE'D BEEN IN LAGOS SINCE FRIDAY (JULY 7).

    HE SAID HE HOPED THAT FIGHTING NOW GOING ON BETWEEN FEDERAL GOVERNMENT TROOPS AND THE FORCES OF THE BREAKAWAY EASTERN REGION, BIAFRA, WOULD COME TO A SPEEDY END.

    MR. SMITH WAS WELCOMED AT ACCRA AIRPORT BY THE GHANAIAN CHIEF OF STATE PROTOCOL, MR. K.B. AYENSU, AND OFFICIALS OF THE MINISTRY OF EXTERNAL AFFAIRS.

    THE SECRETARY GENERAL WAS EXPECTED TO REMAIN IN ACCRA FOR TWO DAYS.
