THE MAN ARRESTED IS 32 YEAR OLD VALERY MARKELOV. HE HAD MET AN AMERICAN ENGINEER WORKING FOR THE GRUMMAN AEROSPACE CORP. ON LONG ISLAND TWO YEARS AGO, AND BUILT UP A FRIEND SHIP. THE ENGINEER INFORMED THE FEDERAL BUREAU OF INVESTIGATION. ITS AGENT WATCHED ELEVEN MEETINGS BETWEEN THE TWO MEN, INCLUDING ONE MONDAY NIGHT (FEB. 14TH) AT PATCHOGUE, LONG ISLAND, WHERE, THE AGENTS SAY, THE ENGINEER PASSED CLASSIFIED DOCUMENTS TO THE RUSSIAN, WHO EARLIER HAS SUPPLIED THE UNNAMED ENGINEER WITH A CAMERA AND PORTABLE COPYING MACHINE. MARKELOV HAS BEEN SUSPENDED FROM HIS U.N. JOB. HE COULD BE JAILED FOR TEN YEARS AND FINE 10,000 DOLLARS.
