    PRESIDENT WILLIAM TUBMAN OF LIBERIA OPENED THE EIGHT INTER-AFRICAN PUBLIC ADMINISTRATION SEMINAR IN MONROVIA ON MONDAY. DELEGATES FROM 21 AFRICAN COUNTRIES AND FROM THE EAST AFRICAN COMMUNITY AND THE COMMONWEALTH SECRETARIAT ATTENDED THE SEMINAR WHICH CONSIDERED REGIONAL CO-OPERATION.

    PRESIDENT TUBMAN TOLD THE OPENING SESSION THAT IT WAS IN THE BEST INTEREST OF AFRICAN COUNTRIES TO POOL THEIR EFFORTS AND THEIR RESOURCES. BUT HE TOLD THE DELEGATES THE REGIONAL CO-OPERATION WAS NOT EASY. IT REQUIRED REDEFINED GOALS, OBJECTIVES AND MORE ESPECIALLY, A REDESIGNED STRATEGY OF EDUCATION AND TRAINING FOR ALL LEVELS OF THE POPULATION.

    EARLIER, MONROVIA'S MAYOR NATHAN ROSS SAID THAT BECAUSE TODAY'S CENTRE OF GRAVITY IN WORLD AFFAIRS IS AROUND AFRICA, AFRICANS MUST CONTINUE TO STAND TO THE FORE-FRONT IN CONVINCING THE WORLD THAT THEY ARE CAPABLE OF MANAGING THEIR OWN AFFAIRS.

    THE CONFERENCE...SPONSORED BY THE LIBERIAN GOVERNMENT AND THE FORD FOUNDATION....HAS BEEN JOINED FOR THE FIRST TIME THIS YEAR BY REPRESENTATIVES OF FRENCH-SPEAKING AFRICAN COUNTRIES.
