    Background: THE SIXTH ANNUAL SESSION OF THE INTERNATIONAL ATOMIC ENERGY AGENCY'S GENERAL CONFERENCE OPENED IN VIENNA TODAY (TUESDAY).

    DELEGATES FROM 77 MEMBER STATES AND THE UNITED NATIONS SPECIALISED AGENCIES ARE ATTENDING THE CONFERENCE, HELD IN THE HOFBURG PALACE, FORMER RESIDENCE OF THE AUSTRO-HUNGARIAN EMPERORS. THE SESSION IS EXPECTED TO LAST ABOUT TEN DAYS.

    AT THE OPENING SESSION, DR SIGVARD EKLUND, DIRECTOR-GENERAL OF THE AGENCY, TOLD DELEGATES THAT "CAUTIOUS OPTIMISM" HAD EMERGED ABOUT THE FUTURE ROLE OF NUCLEAR POWER STATIONS AS COMPARED TO CONVENTIONAL POWER.

    HE POINTED OUT THAT IN DECEMBER THIS YEAR, IT WOULD BE 20 YEARS SINCE THE OPERATION OF THE WORLD'S FIRST REACTOR. THERE WERE NOW ABOUT 300 REACTORS IN THE WORLD AND THE USE OF NUCLEAR POWER WOULD GRADUALLY BECOME WIDESPREAD. DR EKLUND URGED THAT AN INTERNATIONAL SAFEGUARDS SYSTEM SHOULD BE DRAWN UP TO APPLY TO REACTORS SERVING PEACEFUL PURPOSES.

    DR ROBERT PATRICK BAFFOUR OF GHANA WAS UNANIMOUSLY ELECTED AS PRESIDENT OF THE SESSION. REPRESENTATIVES OF AUSTRIA, CANADA, CHILE, INDIA, JAPAN, THAILAND, THE SOVIET UNION, AND BRITAIN WERE ELECTED VICE-PRESIDENTS.

    MR MOLOTOV, STILL BELIEVED TO BE OFFICIALLY THE SOVIET PERMANENT REPRESENTATIVE TO THE AGENCY, WAS NOT PRESENT. HE WAS RECALLED TO MOSCOW LAST YEAR. THE RUSSIAN DELEGATION WAS LED BY PROFESSOR V.S.EMELYANOV.
