    TRANSCRIPT: SEQ. 2: LUSAKA: "It should be noted that in addition to accepting the concept of the demilitarised zone the Front Line States also accepted the broad outline proposed by the Secretary General regarding its implementation. It is to be hoped that no more time will be lost in the discussion of related details and the conditions given by South Africa. South Africa should not be allowed to use the opportunity for international negotiations to adopt unilateral measures aimed at strengthening its control of the people and resources of Namibia. The United Nations cannot tolerate the indefinite postponement under false pretences of its effort to find a solution in the framework of Security Council resolutions 385 of 1976 and 435 of 1978."



    SEQ. 4: MUESHIHANGE: "On this occasion we would like once again to present the true picture about the intensified chain of brutal activities and atrocities perpetuated by the Boer regime against the Namibian civilian population. The racist Pretoria Junta has unleashed a new wave of arbitrary arrests and incarceration of SWAPO leaders and members since April this year. This campaign of terror involves thousands of Namibian patriots who are languishing in fascist jails, concentration camps and other torture chambers throughout Namibia and in South Africa. This is a calculated campaign to cower our people into submission and to try to destroy SWAPO which is the vanguard of the Namibian revolution."

    Background: The United Nations has been told that South Africa has carried out atrocities against the people of Namibia (South West Africa). An observer for the South West Africa People 's Organisation (SWAPO), Mr Peter Mueshihange, accused South Africa of unleashing a new wave of arbitrary arrests on SWAPO leader. South Africa has been concerned about possible infiltration into the territory by Angola-based SWAPO Guerrillas, and has accepted a proposal for a demilitarised zone on the border between Namibia and Angola as a prelude to U.N. supervised Namibian elections.

    SYNOPSIS: But earlier Zambia's representative Paul Lusaka called for a demilitarised zone without delay.
