    In Zaire, President Mobutu Sese Seko has had talks with the French Minister of Co-operation, Monsieur Robert Galley, who is on a tour of Central African countries. French Ambassador Andre Ross was present at their talks, in the Shaba province capital of Lubumbashi on Thursday (13 December).

    SYNOPSIS: The talks were held at President Mobutu's residence at Lubumbashi, where he has been living for most of the past six months. Monsieur Galley arrives for the talks, which were to last for more than an hour. The visitor's brief on his Central African tour has been to discuss ways that France can help in the financial and economic development of the various countries. Late in November, the representatives of nine Western countries met in Brussels to discuss further aid to Zaire, which predicts that her balance of payments deficit in 1980 could be higher than previously estimated.

    Zaire is seeking three hundred million dollars in aid for next year. Donor countries have promised two hundred and fifty five million dollars towards Zaire's deficits for 1979 and next year, and have officially stated they believe this sum can be raised. If the deficit proves higher than expected, the measures to counter this rise would include more balance of payments aid, more aid from private sources, or a cut in Zaire's debt repayments.
