    THE NEW CONGOLESE (LEOPOLDVILLE) GOVERNMENT OF M. EVARISTE KIMBA WAS TOPPLED ON SUNDAY. THE MAN WHO BROUGHT HIM DOWN WAS M. MOISE TSHOMBE, THE OUSTED PRIME MINISTER WHOM M. KIMBA SUCCEEDED LAST MONTH. M. TSHOMBE LED THE OPPOSITION IN VOTING AGAINST A CONFIDENCE MOTION IN THE NEW REGIME.

    DESPITE THE VOTE, PRESIDENT KASAVUBU, WHO DISMISSED M. TSHOMBE LAST MONTH, ASKED M. KIMBA TO FORM A NEW GOVERNMENT. THE PRIME MINISTER, WHO WAS ONCE THE KATANGESE FOREIGN MINISTER UNDER M. TSHOMBE, SAID HE HAD AGREED TO THE REQUEST.

    THE VOTING WAS 134 TO 121, WITH SEVEN ABSTENTIONS. BOTH HOUSES OF PARLIAMENT WERE MEETING AT THE TIME, SITTING AS A JOINT NATIONAL CONGRESS.

    M. TSHOMBE SAID AFTERWARDS THAT "THE ONLY SOLUTION TO THE CONGO'S PROBLEMS IS TO RESPECT PARLIAMENT AND THE VOICE OF THE MAJORITY." BUT A LEADER OF A PARTY WHICH SUPPORTED THE GOVERNMENT SAID: "WE CANNOT HAVE M. TSHOMBE IN POWER. HE IS A COLONIALIST, A FRIEND OF IAN SMITH AND THE RHODESIANS."
    M. TSHOMBE NOW EMERGES AS A FORMIDABLE FIGURE IN CONGOLESE POLITICS AND A SERIOUS CONTENDER FOR THE PRESIDENT IN THE ELECTION EARLY IN THE NEW YEAR.
