    A GROUP OF DEMONSTRATORS PICKETED A HOTEL IN MUNICH ON SATURDAY SHORTLY BEFORE AN IMPORTANT MEETING THERE BETWEEN THE WEST GERMAN CHANCELLOR, DR.LUDWIG ERHARD, AND PRESIDENT JOHNSON'S ROVING AMBASSADOR, MR.AVERELL HARRIMAN.THE DEMONSTRATORS CARRIED PLACARDS WITH SLOGANS CONDEMNING AMERICAN ACTION IN VIETNAM.

    MR.HARRIMAN CAME TO WEST GERMANY AFTER A FORTNIGHT IN THE SOVIET UNION DURING WHICH HE HAD A SERIES OF TALKS WITH HIGH-RANKING MEMBERS OF THE SOVIET GOVERNMENT INCLUDING MR.KOSYGIN.IN MUNICH HE HAD A 90-MINUTE MEETING WITH THE WEST GERMAN CHANCELLOR.MR.HARRIMAN ASSURED WEST GERMANY THAT UNITED STATES EFFORTS TO REACH AGREEMENT WITH THE SOVIET UNION ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS HAD NOT SCUTTLED PLANS FOR A NATO NUCLEAR FORCE.

    DR.ERHARD AND MR.HARRIMAN SPOKE TO NEWSMEN AFTER THE TALKS AND TOLD THEM THAT THE UNITED STATES REMAINED FIRM TO ITS COMMITMENTS IN EUROPE DESPITE THE VIETNAM SITUATION AND THE FORTHCOMING DISARMAMENT NEGOTIATIONS IN GENEVA.

    LATER MR.HARRIMAN LEFT FOR ROME FOR TALKS WITH ITALIAN LEADERS.
