    Following a 5-week recess, the three-Power nuclear test can conference resumed September 27 at Geneva. Seen entering the UNO building for the 247th session were the three delegates: Sir Michael Wright of Britain, America's Charles Stelle, and Mr. Tsarapkin of the Soviet Union. Also seen in the conference room was India's Mr. Naradian, representative of UN Secretary-General Hammarskjoeld.

    Mr. Stelle, supported by Britain, proposed that the moratorium on explosions below a threshold of seismic magnitude 4.75, would become a effective upon the signature of a treaty banning tests and would last for such period as remained - at the time of signature -of the United States 2 - year seismic research programme. There should be another 3 months allowed to analyze results.

    Russia's Mr. Tsarapkin welcomed the proposal but he said the period suggested was too short. He added that the moratorium period of four of five years, as proposed by his country might be shortened if research produced satisfactory results earlier than that time.

    Sir Michael Wright said for Britain that the American proposal was both reasonable and logical and "certainly acceptable to my Government".

    The negotiations on the United States proposal were considered to have struck an encouraging note and it was hoped that further progress would be made at the next meeting of the conference September 29.
