    WITH FLAG-WAVING SCHOOL GIRLS LINED UP ON BOTH SIDES OF THE ROAD, THE DELEGATES DROVE UP TO THE CONFERENCE HALL. FIFTYTHREE OF THEM TOOK PART IN THE TEN-DAY FIFTH ANNUAL CONFERENCE WHICH STARTED ON 1ST JUNE.

    THE APACL WAS FORMED WITH FIVE MEMBERS IN 1954 AT CHINHAE, SOUTH KOREA, UNDER THE LEADERSHIP OF PRESIDENT SYNGMAN RHEE, BUT TODAY THE LEAGUE CLAIMS A MEMBERSHIP OF TWENTYTWO COUNTRIES INCLUDING OBSERVER NATIONS AND TERRITORIES.

    AT THE CONFERENCE HALL, ON THE PLATFORM SAT SOUTH KOREAN PRESIDENT SYNGMAN RHEE, THE OF THE LEAGUE.

    THEN THE CONFERENCE STARTED. PRESIDENT SYNGMAN RHEE IN HIS OPENING ADDRESS SAID THE "COMMUNISTS ARE WITHIN A FEW MILES OF US." HE ADDED THAT ONLY "THE WORLD'S FOURTH LARGEST ARMY AND ETERNAL VIGILANCE KEEP THE ENEMY FROM OVER-RUNNING THIS CITY AND THE REST OF THE PENINSULA".

    PRESIDENT FREE TRACED THE GROWTH OF THE ORGANISATION IN THE LAST FIVE YEARS AND SAID THAT IF THE LIBERTY-LOVING PEOPLE HAD STATED THE LEAGUE SOME TWENTY YEARS AGO, "COMMUNISM WOULD HAVE BEEN DOOMED LONG AGO".

    THE AUDIENCE GAVE THE PRESIDENT A BIG APPLAUSE.

    LATER IN THE DAY, IN ANOTHER SUBURB OF SEOUL, THE DELEGATES STARTED THEIR SERIOUS DISCUSSIONS. THE PROBLEMS BEFORE THE DELEGATES - WHO CAME FROM THE UNITED STATES, AUSTRALIA AND AMONG OTHERS THE REPUBLIC OF THE PHILIPPINES - WERE THE UNIFICATION OF KOREA AND VIETNAM, THE "LIBERATION" OF MAINLAND CHINA, DENUNCIATION OF THE COMMUNE SYSTEM ESTABLISHED IN COMMUNIST CHINA AND NATIONALISM IN THE MIDDLE EAST AND AFRICA.

    OBSERVERS CAME FROM INDONESIA WHILE, SINGAPORE AND THAILAND SENT DELEGATES AS FULL MEMBERS. SO DID MALAYA WHERE A TEN-YEAR OLD FIGHT AGAINST ARMED COMMUNIST TERRORISM IS NOW ON ITS FAG-END.
