    PRESIDENT KENNETH KAUNDA OF ZAMBIA YESTERDAY (WEDNESDAY) THREATENED TO TAKE ZAMBIA OUT OF THE COMMONWEALTH OVER BRITAIN'S ATTITUDE ON THE RHODESIAN QUESTION. PRESIDENT KAUNDA WAS SPEAKING AT THE CEREMONIES ON HIS INSTALLATION AS FIRST CHANCELLOR OF THE NEW UNIVERSITY OF ZAMBIA IN LUSAKA. HE ALSO LAID THE FOUNDATION STONE OF THE UNIVERSITY. HE WAS ACCOMPANIED BY PRESIDENT JULIUS NYERERE OF TANZANIA, WHO IS CHANCELLOR OF EAST AFRICA'S UNIVERSITY.

    PRESIDENT KAUNDA'S SPEECH WAS THE STRONGEST INDICATION YET OF MOUNTING ZAMBIAN CRITICISM OF BRITAIN'S RHODESIA POLICY. TODAY (THURSDAY) HE FOLLOWED UP HIS SPEECH BY RETIRING 15 WHITE SPECIAL BRANCH OFFICERS BECAUSE OF DEFICIENCIES IN THE COUNTRY'S SECURITY SERVICES. TWO OTHER POLICE OFFICERS WERE RETIRED AT THE SAME TIME, AND PRESIDENT KAUNDA ORDERED A RESHUFFLE IN THE HIGHER RANKS OF THE CIVIL SERVICE. THE SECURITY MOVES, ACCORDING TO AN OFFICIAL ANNOUNCEMENT, WERE MADE BECAUSE THE SERVICES WERE NOT IN A SUFFICIENT STATE OF PREPAREDNESS.

    ZAMBIA, RHODESIA'S IMMEDIATE NORTHERN NEIGHBOUR, HAS APPEARED INCREASINGLY SUSPICIOUS OF BRITISH POLICY IN DEALING WITH THE ILLEGAL SEIZURE OF INDEPENDENCE BY MR. IAN SMITH'S REGIME. THE MAIN CAUSE OF THIS SUSPICION HAS BEEN THE INFORMAL TALKS BETWEEN BRITAIN AND RHODESIA TO FIND IF THERE IS A BASIS FOR NEGOTIATIONS. ZAMBIA FEARS THAT THESE TALKS MAY BE A PRELUDE TO A "SELL OUT" OF AFRICAN INTERESTS IN RHODESIA.

    AT THE UNIVERSITY CEREMONY PRESIDENT KAUNDA SAID HE OBJECTED TO WHAT HE CALLED BRITISH "MANOEUVRES" OVER THE DATE OF THE COMMONWEALTH PRIME MINISTERS' CONFERENCE AND THE RHODESIAN INDEPENDENCE ISSUE.

    THE NEED TO ESTABLISH RESEARCH WORK AT THE NEW UNIVERSITY WAS EMPHASISED BY PRESIDENT KAUNDA. THE MINISTER OF EDUCATION, MR. JOHN MWANAKATWE, SAID THE STONE-LAYING CEREMONY WAS THE CULMINATION OF MANY MONTHS OF PLANNING IN THE FIELD OF HIGHER EDUCATION, AND THAT ZAMBIA WAS ENTERING ON THE FRAMEWORK OF A COMPLETE EDUCATION SYSTEM FROM PRIMARY TO POST-GRADUATE TRAINING.
