    ABOUT 400 HELMETED RIOT POLICE STORMED THE CAMPUS OF THE UNIVERSITY OF COLLEGE OF LIBERAL ARTS AND SCIENCE HERE AND ARRESTED ALMOST THE DEMONSTRATING STUDENTS. POLICE BROKE INTO CLASS ROOMS TO CATCH FLEEING STUDENTS. TWISTED THEIR ARMS TO PUSH THEM ONTO BUSES, AND TOOK THEM AWAY TO POLICE STATIONS. THIS WAS THE FIRST ERUPTION OF STUDENT TROUBLE SINCE OCT. 15 TWO YEARS AGO WHEN PRESIDENT PARK CHUNG HE SENT 2,400 TROOPS INTO SEOUL NATIONAL UNIVERSITY AND MAJOR PRIVATE UNIVERSITIES IN SEOUL TO QUELL REPEATED STUDENT RIOTS. A TOTAL OF 135 STUDENT LEADERS WERE EXPELLED BY THE GOVERNMENT ORDER TO PREVENT FURTHER TROUBLE AFTER THE CAPITAL CITY HAD BEEN TORN FOR MONTHS BY A SUCCESSION OF STREET RIOTS PROTESTING AGAINST ALLEGED OFFICIAL CORRUPTION. BUT, RIOT POLICE TUESDAY STOPPED THE STUDENTS FROM POURING INTO THE STREETS. THEY BLOCKED THE STREETS FOR TWO HOURS WHILE STUDENTS MARCHED AROUND THE CAMPUS MONUMENT COMMEMORATING THE 1960 STUDENT UPRISING AGAINST THE LATE PRESIDENT SYNGMAN RHEE, CHANTING "DOWN WITH DICTATORSHIP". A DECLARATION ISSUED BY THE COLLEGE STUDENT SOCIETY DEMANDED DISSOLUTION OF THE SOUTH KOREAN CENTRAL INTELLIGENCE AGENCY (CIA) WHICH THEY CLAIMED WAS THE "MASTERMIND OF INTELLIGENCE, FASCIST RULE". IT ASKED THE GOVERNMENT TO PROMOTE A SELF-RELIANT ECONOMY BY ENDING RELIANCE ON JAPANESE ECONOMIC ASSISTANCE AND TO REESTABLISH A LIBERAL DEMOCRATIC SYSTEM GUARANTEEING THE BASIC RIGHTS OF THE PEOPLE. THE STUDENT CHARGED SOUTH KOREAN GOVERNMENT, BUT THEY DID NOT NAME PRESIDENT PARK WHO SCRAPPED THE CONSTITUTION UNDER THE MARTIAL LAW LAST OCTOBER TO ALLOW HIMSELF TO CONTINUE IN POWER WITH VASTLY STRENGTHENED AUTHORITY.
