The Secretary-General of the Organisation of African Unity, Mr. William Etoki-Mboumoua, flew into Lusaka, the Zambian capital, on Wednesday (31 July) to investigate allegations by Uganda's General Amin that Zambia and Tanzania were involved in an invasion plot by former president Milton Obote.
Mr. Mboumoua began his fact-finding tour with a 24-hour stop-over in Somalia for talks with president Mohamed Siad Barre, who as OAU chairman suggested the trip. President sad Barre urged the Secretary -General to press the need for restraint. He said a flare-up of new hostilities could "easily disturb the peace in our continent and endanger African unity and solidarity".
The tour also included talks in Uganda and Tanzania. After all the meetings, the Secretary-General planned to return to Mogadishu, the capital of Somalia, to brief President Siad Barre on the results.
