    At Bangui in the Central African Republic, the Heads of State of Cameroon, Congo and Gabon have joined President David Dacko for the summit meeting of the Customs and Economic Union of Central Africa. The opening session was held on Tuesday (11 December)
    SYNOPSIS: The headquarters of the Union have been established in Bangui for some years. The meeting here of the Heads of State is the fifteenth annual Council, the Union's governing body. The main issues before the Council were said to cover ways of accelerating the economic development of the Central African region. Since its founding in 1964, the Union has played a key role in this area.

    The flag of Chad joined those of the member nations. Chad was a founder member but withdrew after four years. Since 1975 it has joined in the Council of heads of State with observer status. At this session Chad was represented by its Finance Minister, M. Mahamat Saleh Hamat. The opening address was given by President David Dacko.

    Delegates heard President Dacko review the progress already made by the Union. Then, turning to the next decade, he said that although the development of transport and communications was vital, the region's economy would continue to depend on agriculture. In this, the Union would help align the economy of the region with other African economic organisations.
