    President Ali Zulfikar Bhutto of Pakistan, in the first official visit there by a Pakistan head of state, has announced sweeping reforms for mountainous northern states of Gilgit and Baltistan. These include the abolition of the system by which feudal lords collected takes and land revenue in kind rather than cash. The third state in the Gilgit Agency - Hunza, famed on the setting for the fictional land of Shangri-La - was exempted from the reforms because, President Bhutto said, there was not the degree of popular discontent there about the rulers' powers which existed in the other two states. During his visit to Hunza, President Bhutto was confronted by angry Gilgit tribesmen demanded that their ruler's rights should not be infringed upon.
