    THE BRITISH FOREIGN MINISTER, MR. MICHAEL STEWART, RETURNED TO LONDON TODAY (THURSDAY) AFTER ADDRESSING THE UNITED NATIONS SECURITY COUNCIL IN NEW YORK YESTERDAY ON BRITAIN'S ATTITUDE TO THE RHODESIAN UNILATERAL DECLARATION OF INDEPENDENCE. MR. STEWART RULED OUT THE USE OF FORCE TO UPSET THE RHODESIAN REGIME BUT SAID BRITAIN WAS WILLING TO CONSIDER THE INCLUSION OF AN OIL EMBARGO AMONG ITS ECONOMIC SANCTIONS AGAINST RHODESIA.

    DURING HIS SPEECH TO THE SECURITY COUNCIL, MR. STEWART SAID:
    EARLIER THIS YEAR, A NEW OIL REFINERY WAS OPENED AT UMTALI, IN RHODESIA, LIKED BY PIPELINE WITH THE PORT OF BEIRA, IN PORTUGUESE MOZAMBIQUE. THE PIPELINE, COSTING SOME $4,000,000 RUNS FOR 180 MILES THROUGH WILD BUSH COUNTRY AND OVER MOUNTAINS. THE STEEL PIPELINE, 10 INCHES IN DIAMETERS, PUMPS ABOUT 1,500,000 GALLONS OF CRUDE OIL A DAY TO WAITING TANKERS AT BEIRA.

    (AN OIL EMBARGO ON RHODESIA WOULD MAINLY HIT THOSE OF EUROPEAN DESCENT THERE, SINCE MOST OF THEIR BUSINESS AND SOCIAL LIFE IS DEPENDENT ON THEIR MOTOR CARS.)
