Background: TODAY WAS SWEDEN'S H -- FOR HOGER, MEANING RIGHT -- DAY, THE MOMENT WHEN A 42 MILLION STERLING PLAN CAME INTO EFFECT AND THE COUNTRY CHANGED FROM DRIVING ON THE LEFT TO THE RIGHT.

AND FROM 0500 HOURS LOCAL TIME, SWEDEN'S TWO MILLION VEHICLES CROSSED THE ROAD TO JOIN THE REST OF CONTINENTAL EUROPE IN DRIVING ON THE RIGHT. THE FIRST FEW HOURS OF THE CHANGE-OVER WERE REPORTED TO BE ACCIDENT-FREE.

SWEDEN HAS BEEN PREPARING FOR THE CHANGE-OVER FOR THE PAST THREE YEARS, AND VEHICLE OWNERS HAVE BEEN PAYING A SPECIAL EXTRA TAX TO COVER THE COST OF ALTERING TRAFFIC LIGHTS AND SIGNS THROUGHOUT THE COUNTRY. SEVEN THOUSAND BUSES AND TRAMS HAD TO BE CONVERTED TO ACCOMMODATE THE CHANGE, ALTHOUGH MOST OF SWEDEN'S PRIVATE CARS ARE ALREADY BUILT FOR RIGHT-HAND DRIVING.

AN INTENSIVE ADVERTISING CAMPAIGN HAS BEEN IN PROGRESS, EDUCATING SWEDEN'S POPULATION IN THE RULES OF THE RIGHT. EVERYWHERE, SIGNS WITH THE LETTER 'H' ARE IN THE STREETS AS A CONSTANT REMINDER.

AND AT 0400 LOCAL TIME THE CHANGE BEGAN. ALL BUT ESSENTIAL TRAFFIC WAS OFF THE STREETS AND THOSE VEHICLES WHICH WERE MOBILE WERE FORCED TO STOP FOR TEN MINUTES AT PRECISELY 0450. AT 0500 THEY WERE PERMITTED TO MOVE AGAIN -- AND CROSSED THE ROADS TO MOVE ON THE RIGHT.

A FULL-SCALE TURN-OUT OF POLICE, TROOPS AND PRETTY GIRL TRAFFIC GUIDES WERE ON HAND TO ASSIST DRIVERS, CYCLISTS AND PEDESTRIANS.

FROM 0600 NORMAL TRAFFIC WAS ALLOWED PACK ON THE ROADS, BUT STRICT SPEED LIMIT OF 40 KMS (25 MILES) AND HOUR IN TOWNS AN 60 KMS (37 MILES) AN HOUR IN THE COUNTRY WERE IMPOSED. HIGHER LIMITS ARE TO BE INTRODUCED AFTER TWO DAYS.

BRITAIN AND EIRE NOW REMAIN THE ONLY EUROPEAN COUNTRIES TO CONTINUE DRIVING ON THE LEFT.
