Mr. Malik said the proposal was an "exceedingly serious matter."



It could have "the most negative and far-reaching consequences" for the United Nations.



He described the proposition as "absolutely unjustified, unfounded, unjust and therefore unacceptable."



He said the proposal was a direct challenge to the fundamental principle of apportioning expenses according to the capacity of member states to pay, an impartial principle which had stood the test of time.



Mr. Malik said the United States rate should be thirty eight point four per cent, and it was paying twelve million dollars a year less than it should.



He said the total twenty-five million dollars the US would save each year under the proposal would have to be made up by others.

Background: Soviet representative Mr. Yakov A. Malik condemned proposals to reduce the United States' contribution to the United Nations when the General Assembly discussed apportionment of expenses on Wednesday (13 December).

The U.S., which now pays 31.52 per cent of the total budget under the present scale of assessment, had proposed new rules that no member should contribute more than the rule-change.

During a debate described by observers as "bitter", Mr. Malik accused the U.S. of "direct threats and blackmail". But the resolution was passed by 81 to 27, with 22 abstentions.

SYNOPSIS: The United Nations has passed a United States' resolution that no member shall pay more than a quarter of the total costs. The US has been contributing nearly a third. But there were strong comments, especially from the Soviet speaker Yakov Malik.
