    Britain and the six members of the EEC today (Tuesday) crossed a first hurdle in negotiations for British entry into the Common Market, with agreement on four points. The agreement is an encouraging beginning for Mr. Geoffrey Rippon, Britain's New Minister for Europe. The meeting was held in the European Centre in Kirchenberg in Luxembourg.

    The points on which agreement was reached are all subsidiary issues, but it is felt by British delegates that it was no mean achievement to have reached accord after only three months of substantive talks.

    Agreement was reached on certain problem sectors of Britain's farm produce, acceptance of the common commercial policy, the association of Britain's dependent territories except Hong Kong and the system of annual farm price reviews.

    The meet ing was presided over by West German Foreign Minister Herr Walter Scheel; the Commission was represented by its president Signor Malfatti and Italy by Signor Moro..
