    Background: The Lebanese Cabinet decided on August 18 to request the deployment of an international force in Lebanon as part of a plan to evacuate Palestinian fighters from Israeli besieged Beirut. Prime Minister Shafiq Al-Wazzan told reporters the Cabinet had agreed to the plan prepared with U.S. Special Envoy Philip Habib for the departure of the Palestinians, and to save the capital. He said the plan would probably start operating at the end of the week. Foreign Minister Fuad Butros will communicate the government's formal request for troops to the three countries involved. France, Italy and the United States. Mr. Wazzan said the Cabinet's decision was made on the understanding the plan should be the first step to implementation of United Nations Security Council Resolutions 508 and 509. these call for Israel's complete withdrawal from all areas she has occupied during the ten-week-old invasion of Lebanon. Mr. Wazzan said Israel had agreed to all points of the agreement. Meanwhile, two French warships were standing by in the Cypriot port of Larnaca. Cypriot foreign ministry officials said they were also on standby for the arrival of Beirut-bound French troops. The Cyprus government has given the French officials permission to use the island's ports and airport as transit points. Officials of the Health Ministry are also prepared to accept wounded Palestinian guerrillas if requested to do so.
