    EDUCATION MINISTERS AND GOVERNMENT OFFICIALS FROM 26 FRENCH SPEAKING COUNTRIES YESTERDAY (20 FEBRUARY) AGREED AT THE END OF A FOUR-DAY CONFERENCE AT NIAMEY TO SET UP AN AGENCY EDUCATIONAL AND CULTURAL COOPERATION.

    THE FOUR-DAY CONFERENCE, PRESIDED BY NIGER PRESIDENT, HAMANI DIORI, OPENED ON MONDAY AFTERNOON TO DISCUSS WAYS OF DEVELOPING A FRENCH LANGUAGE COMMUNITY. AGREEMENT WAS REACHED ALMOST UNANIMOUSLY ON THE SETTING UP OF AN AGENCY, TO BE BASED AT FIRST IN PARIS, FOR EDUCATIONAL AND CULTURAL COOPERATION BETWEEN THE 26 COUNTRIES.

    NIGER'S PRESIDENT WAS ELECTED HEAD OF THE AGENCY, BUT THE ELECTION OF MR LEGER OF QUEBEC AS EXECUTIVE-SECRETARY OF THE AGENCY WAS REGARDED AS MORE SIGNIFICANT. MR LEGER, A JOURNALIST, IS KNOWN TO FAVOUR INCREASED AUTONOMY OF THE CANADIAN PROVINCE.

    ANDRE MALRAUX, FRENCH MINISTER OF STATE FOR CULTURAL AFFAIRS, ATTENDED THE FIRST DAY OF THE CONFERENCE, BUT FRANCE WAS OFFICIALLY REPRESENTED BY MR JACQUES TRORIAL, SECRETARY OF STATE FOR EDUCATION.
