    MUCH OF JAPAN'S COAL TROUBLE, AS IN OTHER COUNTRIES, IS OVER GROWING INTERNATIONAL COMPETITION AND RISING PRODUCTION COST. OIL TOO HAS BECOME A CHIEF CONTENDER TO DISPLACE COAL AS AN INDUSTRIAL FUEL.
