    THE UNITED NATIONS COMMAND MAINTAINED THAT THE AIRCRAFT HAD CROSSED OVER NORTH KOREAN TERRITORY AFTER ITS NAVIGATIONAL INSTRUMENTS HAD FAILED, AND DENIED THAT ANY HOSTILE ACT HAD BEEN COMMITTED. ON THE OTHER HAND, THE NORTH KOREAN CHIEF DELEGATE, MAJOR GENERAL CHANG HUNG WHAN, CLAIMED THE AIRSPACE VIOLATION A HOSTILE ACT AND THE SHOOTING DOWN OF THE AIRCRAFT AN ACT OF "SELF DEFENCE."
    AT THE CONFERENCE THE NORTH KOREANS AGREED TO A UNITED NATIONS DEMAND THAT THE BODY OF THE PILOT BE RETURNED. THE HANDING OVER TOOK PLACE AFTER FIVE HOURS OF TALKS. HOWEVER, THE NORTH KOREANS DID NOT RETURN ANY WRECKAGE OF THE AIRCRAFT WHICH HAD BEEN BROUGHT DOWN BY GROUND-FIRE.
