    President Hubert Maga of Dahomey travelled to Abomey-Calavi-some 15 miles (24 kilometres) from Cotonou - on Friday (November 6) to lay the foundation stone for the new University of Dahomey. He was accompanied by Presidential Council Member Ahomadegbe, University Chancellor Edouard Adjanouhoun, and other high-ranking members of the Government, Diplomatic Corps and the French Government.

    President Maga told the crowds gathered for the ceremony that the University was designed to stop a critical brain drain from the country-because it was estimated that 80 per cent of all Dahomeens who gained degrees abroad did not return to practice their professions in their country.

    The University will have Faculties of Science, Letters, Medicine and Agronomy - and the teaching staff will, in the initial stages, be largely French. The President added that while France was financing 70 per cent of the cost of the new University,, help had also been promised by Switzerland and Canada.

    After the lay of the foundation stone, President Maga presented decorations to various personalities - among them, the representative of the French Government M. Early, Director of Cultural and Technical Cooperation; M. Andre, the Inspector General of Superior Studies; and the Chancellor of the new University, Edouard Adjanouhoun.

    Later, President Maga and Members of the Presidential Council congratulated the award-winners.
