Background: Morocco's Foreign Minister, Dr. Youssef Bel Abbes, arrived today (Monday) for talks with Spanish leaders on relations between their two countries. He was met at Barajas Airport, Madrid, by the Spanish Foreign Minister, Senor Gregorio Lopez Bravo, and a group of foreign ministry officials.
Spanish Foreign Ministry sources said discussions would probably concentrate on bilateral relations, but were unable to give details of the agenda. But one subject likely to be discussed is the future of Spanish Sahara, which borders on Morocco.
Dr. Bel Abbes is due to have two rounds of talks with Senor Lopez Bravo, and is to have separate meetings tomorrow (Tuesday) with General Franco, Prince Juan Carlos, Franco's designated successor, and Vice-President Admiral Luis Carrero Blanco.
He will also meet the Spanish Minister for Economic Planning, Senor Laureano Lopez Rodo, an indication that economic co-operation between the countries may be discussed.
But the thorniest problem between Spain and Morocco is the future of the Saharan territory, to which Morocco has long laid claim. Spain has given no sign that it intends to give up the territory, and installations to exploit its phosphate riches have ben set up at Bou Craa, near the Moroccan border.
