    Reopening factories and publicising the policies of the new government seem to be the first tasks of the Hanoi-backed People's Revolutionary Government in Da Nang, south Vietnam's second-largest city.

    Among the factories reopened in recent weeks was the Sicovina Textile Mill -- said to be the country's only cotton mill. It used to be half owned by the Thieu Government, which also ran it.

    Speaking at the reopening ceremony, the Chairman of the People's Revolutionary Government, Mr. Pham Duc Nam, told the workers that his administration would protect factories and properties.

    Mr. Pham pledged to improve the management and production technology and to increase production.

    Elsewhere in the city, P.R.G. officials are heavily engaged in what they call "pacification" programmes to inform people of the new administration's policies.

    Many public relations centres have been set up to distribute party newspapers and other publicity materials.

    Many young people, who were once prosecuted by the Thieu Government for refusing to join the army, are reported to have now joined the liberation army.
