    THE ORGANISATION OF AFRICAN UNITY'S SPECIAL COMMITTEE ON MERCENARIES HAD DECIDED THAT ALL 121 REBEL WHITE MERCENARIES HELD IN RWANDA SHOULD BE SENT BACK GO CONGO-KINSHASA FOR TRIAL, ACCORDING TO DIPLOMATIC REPORTS FROM KAMPALA TODAY (MONDAY). THE DECISION BY THE 10-NATION COMMITTEE WAS TAKEN DURING THE SUMMIT CONFERENCE OF 12 EAST AND CENTRAL AFRICAN COUNTRIES WHICH ENDED ON SATURDAY (DECEMBER 16).

    THE WHITE MERCENARIES -- MOSTLY BELGIAN AND FRENCH -- WERE CHASED ACROSS THE BORDER INTO RWANDA ON NOVEMBER 5 WHEN CONGOLESE GOVERNMENT TROOPS PUT DOWN A REBELLION THAT HAD LASTED SINCE JULY.

    CONGO-KINSHASA DEMANDED THE EXTRADITION OF THE MERCENARIES, AND IF THEY WERE TO BE FOUND GUILTY OF CRIMES AGAINST THE CONGOLESE PEOPLE THE FATE OF THE MERCENARIES, LED BY BELGIAN MAJOR JEAN SCHRAMME, WOULD BE CERTAIN DEATH.

    THE COMMITTEE DECIDED THAT IF RWANDA WAS UNABLE TO COMPLY WITH THE EXTRADITION FOR ANY REASON -- INCLUDING "FOREIGN INTERVENTION" -- THEN THE MERCENARIES SHOULD BE FLOWN TO SUDAN. THE DIPLOMATIC SOURCES IN KAMPALA SAID THE SUDAN MIGHT THEN WORK OUT A REPATRIATION FORMULA WITH THEIR COUNTRIES OF ORIGIN, WHO WOULD BE ASKED TO PAY COMPENSATION TO THE CONGO FOR DAMAGE CAUSED BY THE REBELLION.
