    Eleven political and military groups in the Central African country of Chad formed a transitional government of National Union last Saturday (10 November). This followed an agreement signed by the groups last August in Lagos, Nigeria to end the civil war which has cost tens of thousands of lives. Chad Liberation Front leader Goukouni Oueddei and Southern Christian leader Abdelkadar Wadal Kamougue will remain as President ad Vice-President of the twenty-two man transitional government.

    SYNOPSIS: After six days of difficult discussion, the Transitional government was finally formed. In a solemn ceremony, on Sunday (11 November) under the trees, at N'Djamena, President Goukouni presented his new cabinet to the people at the swearing-in ceremony. Although the new government represents and important step in national reconciliation, it is still only a provisional institution.

    The President has said he'll work to turn diversity in the country into an additional factor of unity. He said elections would be held in about eighteen months.

    The new Defence Minister Hissene Habre will be in charge of the departure of French troops from Chad's soil. The new government is balanced equally with ministers from the north and south.
