    Background: Niger's head of State, Colonel Seyni Kountche, has foreshadowed that his country would soon be granted a new charter or constitution. He made the accession to power. The two-day celebrations starting on Wednesday (14 April) were attended by Monsieur Jean Pierre Cot, French minister of cooperation and development, and members of the ruling Armed Forces of Niger (FAN). President Kountche said the National Council of Development would draft the charter. The people of Niger would then be called upon to sanction it. President Kountche did not say when the National Council of Development would convene to carry out this task. The previous constitution was suspended after military coup of 15 April, 1974, the move which toppled President Kountche's predecessor. Monsieur Diori Hamani.
