    THE SCANDINAVIAN AIRLINES DC-7 TOUCHED DOWN AT SJOSKOG AIRPORT SHORTLY AFTER NOON. A BIG RECEPTION COMMITTEE HEADED BY PRIME MINISTER MARTTI MIETTUNEN AWAITED THE ARRIVAL. MR MIETTUNEN HAD BEEN ACTING PRESIDENT IN MR. KEKKONEN'S ABSENCE.

    AT THE AIRPORT, PRESIDENT KEKKONEN DECLINED TO MAKE ANY STATEMENT ON THE SOVIET NOTE WHICH WAS RECEIVED IN HELSINKI DURING HIS AMERICAN VISIT. THE NOTE INVOKED THE 1948 PACT OF FRIENDSHIP AND MUTUAL ASSISTANCE AND DEMANDED SOVIET-FINNISH CONSULTATIONS ON MUTUAL DEFENCE "IN VIEW OF THE THREAT FROM WEST GERMANY".

    MOST OBSERVERS ARE AGREED THAT THE NOTE IS BASICALLY AIMED AT THE WEST, AS AN OUTCOME OF THE DEADLOCKED ISSUE OF BERLIN AND THE TWO GERMANIES; THAT IT IS A RETURN TO MR. KHRUSHCHEV'S POLICY OF PUTTING PRESSURE ON THE NATO COUNTRIES NORWAY AND DENMARK; AND THAT IT FORESHADOWS THE FINAL DEMAND ON FINLAND TO SIGN A SEPARATE EAST GERMAN PEACE TREATY. IT IS ALSO SEEN AS A STEP TO KEEP FINLAND OUT OF THE COMMON MARKET.
