The new Canadian flag..... a single red maple leaf on a white field...flanked by two broad red panels.....has had a stormy birth in the House of Commons. The debate now moves to the Senate, where it is expected to raise even more strife.
The flag requires only the blessing of the upper house after its approval by the commons on a vote of 163 to 78 shortly after two o'clock Tuesday morning. The government applied closure on Monday to end an unprecedented 33-day debate carried on mostly by the Conservatives, who opposed the maple leaf design. There were scenes of wild jubilation as members of parliament clustered around TV cameras following the fourth and final vote on the question...
The votes during the day cut right across party lines. The only group to stick together was Quebec's Ralliement des Creditistes, who broke away from the Social Credit party......led by Real Caouette. The New Democratic party favored the single leaf design....but split on the question of using closure. The busiest men of all were the party whips, who had to round up their members for four votes during the day. Amid the confusion, CBC news spoke to Mr. Caouette, New Democrat leader T. C. Douglas, and the party whips. Here's part of what they had to say:
