    Background: N'DJAMENA, CHAD

    In Chad, the Minister for Farming, Adoum Moussa Seif, and the Foreign Affairs Minister, Korom Ahmed, have appealed for international aid following a plague of pest which has decimated the country's livestock. Chad's economy has been badly affected by almost 15 years of civil war and now the government of Mr. Hissene Habre is trying to rebuild. The country's only source of foreign exchange comes from the export of cotton and groundnuts from the southern region and Mr. Habre has ordered troops to help in developing the area's agriculture. However, Chad still needs substantial foreign aid and efforts to improve animal husbandry and build modern slaughter houses have been hampered by lack of funds. International aid has also provided vital supplies of food and drugs, not least of which is the drug to innoculate the cattle against the pest.
