    BROSIO: (SEQ. 2) "We are still of the opinion that it is an important step - would be a very important step p which would give content, serious content, to an impossible East-West arrangement. Much better than simple declaration of good-will and of the peaceful intentions. But so far unfortunately we have not succeeded in convincing the Soviet Union, the Warsaw Pact countries, to come, I will say, to make any negotiations about this, but even to exploration about the possibility of a negotiation."
