    Sheikh Rashid, Ruler of Dubai, visited Doha, capital of Qatar last week, in the company of Sheikh Ahmad, the Ruler of Qatar. The two leaders had spent the previous day visiting the island of Halcul.

    They were met by Sheikh Khalifa, Deputy Ruler and Prime Minister of Qatar, who later accompanied them on a tour of the major Chemical Fertiliser Project at Um Said, a sea-port 30 miles (48 km) south of Doha.

    The visit of Dubai's Ruler comes at a crucial stage in the diplomatic activity surrounding the proposed federation of the nine Gulf States. The federation plan has the support of Britain, which intends to withdraw troops from the area by the end of this year.

    Sir William Luce, Britain's special envoy to the Gulf area, is to fly from Teheran to Kuwait today (6 May) to begin talks with the Gulf Rulers. He is expected to press for a grouping of at least some of the states, even if the nine-state federation plan collapses.

    The Ruler of Qatar visited Dubai early in March, and there was speculation at the time that a grouping of Qatar, Dubai and Abu Dhabi might emerge. But Qatar has also indicated that it is unwilling to be drawn into Abu Dhabi's territorial dispute with Saudi Arabia.
