    MR WILSON, WHO WILL BE IN RUSSIAN ON AN OFFICIAL VISIT FOR FOUR DAYS, IS ACCOMPANIED BY HIS WIFE, LORD CHALFONT, THE NATION'S DISARMAMENT MINISTER, AND MR FRANK COUSINS, THE MINISTER FOR TECHNOLOGY.

    MR WILSON TOLD REPORTERS BEFORE LEAVING THAT HE WANTED TO DISCUSS WITH SOVIET LEADERS, ABSOLUTELY FRANKLY, MEANS OF REDUCING EAST-WEST TENSION, VIETNAM, AND MEASURES TO STOP THE SPREAD OF NUCLEAR WEAPONS.

    MR WILSON, WHO IS THE FIRST BRITISH PRIME MINISTER TO VISIT MOSCOW SINCE MR HAROLD McMILLAN SEVEN YEARS AGO, SAID HE DID NOT THINK IS WOULD BE POSSIBLE TO GET ANY SIGNED TREATIES IN THE FEW DAYS HE WOULD BE IN MOSCOW.

    "THE SPREAD OF NUCLEAR WEAPONS AND VIETNAM ARE THE SUBJECT OF A VERY DEEP ICE JAM AND WE WANT TO GET A BIT OF A THAW. IT WOULD BE SILLY TO EXPECT ANYTHING SPECTACULAR."
    ON THE QUESTION OF ANGLO-SOVIET DIFFERENCES OVER VIETNAM, MR WILSON SAID: "THEY KNOW WHERE WE STAND. WE KNOW WHERE THEY STAND.

    THAT IS NOT A REASON FOR NOT TALKING. WE HAVE TAKEN EVERY INITIATIVE AND SHALL GO ON DOING SO TO GET THE PARTIES TO THE CONFERENCE TABLE AND TO CARRY THE SOVIET GOVERNMENT IN DOING THAT."
    BRITAIN AND THE SOVIET UNION ARE CO-CHAIRMAN OF THE 1954 GENEVA CONFERENCE ON INDO-CHINA WHICH BRITAIN WANTS RESUMED AS SOON AS POSSIBLE.

    THE PRIME MINISTER SAID BRITAIN WANTED TO INCREASE EXPORTS TO RUSSIA AND HE THOUGHT THERE WAS A VERY GOOD CHANCE OF DOING THIS.

    MR WILSON REMAINED NON-COMMITTAL ABOUT PERSISTENT RUMOURS IN BRITAIN THAT HE IS PLANNING A GENERAL ELECTION FOR THE SPRING.
