    AS THOUSAND OF EXCITED PEOPLE TOOK UP VANTAGE POINTS IN HAIFA, THE ISRAELI FOREIGN MINISTER ABBA EBAN, CALLED IN THE FRENCH AMBASSADOR TO DISCUSS THE AFFAIR. THE TALKS FOLLOWED THOSE HELD IN PARIS YESTERDAY BETWEEN THE ISRAELI CHARGE D'AFFAIRES AND THE FRENCH FOREIGN MINISTER.

    AN ISRAEL SHIPPING EXECUTIVE APPEARED ON TELEVISION IN NORWAY TONIGHT AND SAID THE GUNBOATS WOULD BE USED IN DRILLING OPERATIONS OFF THE ISRAELI COAST. MR BRENER OF THE MARITIME FRUIT CARRIERS COMPANY OF HAIFA SAID THE BOATS WERE UNARMED AND WOULD BE USED SOLELY FOR PEACEFUL PURPOSES.

    THERE ARE TWO OIL COMPANIES PLANNING TO OPERATE OFF THE ISRAELI COAST. THE AMERICAN SHIP, TYPHOON, ARRIVED IN ASHDOD PORT ON CHRISTMAS DAY. ONE OF THE LATEST FLOATING OIL RIGS, THE 14,000 TON SHIP WILL BE SINKING TEST BORE HOLES FOR ABOUT THREE YEARS.
