Background: Foreign ministers of the 15 North Atlantic Treaty Organisation nations began a two-day meeting in Brussels today (Thursday) to discuss East-west relations, the Berlin problem and other major international developments.

United States Secretary William P. Rogers brought a special message from President Nixon assuring NATO that there would be no reduction of U.S. forces in Europe unless there was a reciprocal action in the Warsaw Pact countries.

Mr. Rogers said that there was insufficient progress toward a detente in Europe to warrant further moves toward the proposed European Security Conference at the present time.

Both Mr. Rogers and British Foreign Secretary Sir Alec Douglas-Home stressed that NATO should be hard-headed about its own security, but flexible enough to make steady progress towards eventual East-west negotiations in Europe.

Sir Alec said that progress in the various talks now going on between West and East European countries would eventually determine timing for any future European Security conference. He doubted whether sufficient progress had already been made in the Berlin and other discussions to make the Security conference feasible at the present time.
