Background: Soviet Premier Alexei Kosygin's departure from Canada on Tuesday was, as his whole visit had been, tightly guarded by security men. He was leaving from Toronto airport for Cuba after his eight-day official visit. From Toronto, film of his departure---and a written wrap-up of the events in his visit.

SYNOPSIS: Canada, Tuesday....and the departure of Soviet Prime Minister Mr. Alexei Kosygin, amid tight security precautions -- a departure as closely guarded as the whole of his eight-day official visit had been. Mr. Kosygin, who had visited Montreal, Ottawa, Vancouver, Edmonton and Toronto, was met by hostile demonstrators everywhere he went. The demonstrators were mainly Jewish and Eastern Europeans protesting at conditions inside the Soviet Union. There were battles between them and police on several occasions, and in Ottawa last week one man broke through police cordons and managed to assault Mr. Kosygin--half throwing him to the ground. But the Soviet Premier, who was well received by Canadian businessmen, apparently ignored the demonstrations and threats as he talked to government officials and addressed business meetings. And despite reports that Canada was improving relations with Russia in order to lessen its dependence on the United States, Mr. Kosygin took care to stress that his visit was NOT aimed at either the United States or any other country. During his visit he and Prime Minister Pierre Trudeau signed a Soviet-Canadian treaty.

Mr. Kosygin left Toronto -- where security men were extra cautious because of the City's large number of European immigrants -- for an official visit to Cuba.
