Background: IN THE STREETS OF SAIGON, THE YOUNGEST VICTIMS OF THE VIETNAMESE WAR -- THE ORPHANS, THE HOMELESS, THE FATHERLESS HALF- CASTS -- ARE SURVIVING PRECARIOUSLY BY THEIR OWN WITS OR THROUGH THE CHARITY OF STRANGERS.

THE LIFE OF CROWDED SAIGON -- THE WORLD'S MOST DENSELY POPULATED CITY (TWICE AS DENSELY POPULATED AS TOKYO, THE NEXT IN LINE, AND THREE TIMES MORE DENSELY POPULATED THAN LONDON) SWIRLS PAST THESE CHILDREN, MANY OF WHOM ARE LEFT TO FEND FOR THEMSELVES AS BEST THEY CAN. MANY ACT AS "IMPROMPTU" MOTOR-CYCLE PARK ATTENDANTS. THEY ARE PAID FOR THEIR SERVICES BY MOTOR-CYCLISTS WHO KNOW THAT THEIR MACHINES WILL PROBABLY DISAPPEAR UNLESS WATCHED BY SUCH "ATTENDANTS". OTHER CHILDREN WILL PERFORM THE SAME DUTY IN THE CABINS OF TRUCKS; THEY WILL EVEN SLEEP IN THEM OVERNIGHT FOR A FEW CENTS. TRUCK DRIVERS HAVE TO TAKE CARE TO OFFER A BETTER RATE OF PAY THAN INTENDING TRUCK THIEVES. OTHER CHILDREN HELP THE STREET VENDORS OR SELL NEWSPAPERS.

THE CHILDREN SHARE THE NATIONAL PREDELECTION FOR GAMBLING; THEY PLAY WITH COINS OR PLAY CARDS.

WHITE-SKINNED BABIES -- THE CHILDREN OF AMERICAN SOLDIERS -- ARE A COMMON SIGHT AMONG THE CITY'S WAIFS. MANY OF THOSE NOT LOOKED AFTER BY THEIR MOTHERS ON RELATIVES ARE TAKEN IN BY STRANGERS.

WHILE FRONTLINE COMMUNIQUES REPORT "A GENERAL SLACKENING".
