    Background: BEIRUT, LEBANON

The Lebanese Army sealed off a large part of Beirut's southern suburbs on January 6 in search of what it described as groups planning acts against state security. Residents and people driving through the suburbs had their identity passes checked. Motorcars and vans were inspected for weapons and bombs. Security sources said the army detained 40 to 50 people in the slum quarters which had been controlled by Palestinian guerrillas and Lebanese leftist militias until last year's Israeli invasion. It was the first large-scale security sweep in Beirut by the army for over two months. In mid-October the army detained hundreds of suspects in an operation which caused concern among Arab states and among diplomats from countries taking part in the Lebanese multi-national peace-keeping force. An army communique issued on January 6 said the army had been entrusted with raiding the southern suburbs and with arresting suspects as a result of plans by some groups to carry out acts against state security. The statement did not identify the groups or indicate what kind of actions they were preparing. The search took place in suburbs stretching from Bourj Al-Brajneh, the site of a Palestinian refugee camp, to Lailaki in the south-east.
