    TRANSCRIPTS: "CASEY: "At a news conference this morning the Council's newly re-elected President Arturo Tanco of the Philippines reminded participants that while progress has been made in meetings the needs of the world's hungary, the problem has hardly been solved."



    TANCO: "I think we must remind ourselves that two out of every five children both alive die essentially because of malnutrition every year. Perhaps we can point out that more people have died from hunger I believe than have died from all the wars and revolutions put together in the last fifteen years."



    CASEY: "The Council delegates gathered on Parliament Hill for the opening session.



    Prime Minister Clark joined Prime Minister Kriangsak of Thailand in inspecting the guard of honour.



    Inside, Clark who noted that he was making his first speech in the Commons Chamber since becoming Prime Minister, declared the conference officially open."



    CLARK: "We believe that the primary aim of this session is to produce in every country and continent represented here an awareness that hunger is an affront to human dignity."



    CASEY: "And Canada's Agriculture Minister John Wise announced that in an effort to help the neediest nations, Canada is setting aside a special two million dollar (nine hundred thousand pound) fund to help prepare national food strategies."



    WISE: "Canada's expertise will be made available to help develop these strategies in consultation with the World Food Council. Mr. President, we are hopeful that the countries will be able to join Canada in making available funds to assist developing countries in developing long term national food sector strategies."



    CASEY: "As well as the two million dollar special fund, Wise said Canada will also contribute five and a half million dollars (two and a half million pounds) to strengthen the international emergency food reserve, maintained to provide short-term aid in disaster situations.     Background: The United Nations' World Food Council began its fifth conference in Canada with calls for the development of a global food strategy to ease the continuing world food crisis. The five day conference in Ottawa brings together representatives from 36 nations who are looking for ways of tackling the problems of financing food production, developing adequate food grain reserves, improving the distribution of food and increasing food aid to the 43 hungriest nations. The Canadian Prime Minister Mr. Clark announced his government will give more aid for the fight against hunger. The Canadian Broadcasting Corporation's Bill Casey reports:
