    MR GEORGE BALL, THE UNITED STATES' UNDERSECRETARY OF STATE, WAS AT BRITAIN'S FOREIGN OFFICE TODAY (MONDAY) FOR TALKS WITH BRITAIN'S FOREIGN MINISTER, MR PATRICK GORDON WALKER. THE CHIEF SUBJECT OF DISCUSSION WAS BELIEVED TO BE THE AMERICAN-PROPOSED NATO MULTILATERAL FORCE.

    HIS TALKS WITH MR GORDON WALKER AND ALSO WITH THE BRITISH PRIME MINSTER, MR HAROLD WILSON, WILL HELP PREPARE FOR THE MEETING NEXT MONTH WHEN MR WILSON SEES PRESIDENT JOHNSON IN WASHINGTON.

    MR BALL HAS RECENTLY BEEN VISITING OTHER NATO CAPITALS TO DISCUSS THE U.S. PROPOSALS FOR A MIXED-MANNED, SEABORNE NUCLEAR FORCE, WHICH IS STRONGLY OPPOSED BY FRANCE.

    BRITAIN'S LABOUR GOVERNMENT IS AGAINST THE AMERICAN PLANS IN THEIR PRESENT FORM, BUT IS NOT OPPOSED TO THE CONCEPT OF MIXED MANNING, AND IS THEREFORE MAKING ALTERNATIVE SUGGESTIONS.

    MR BALL'S TALKS TODAY AND TOMORROW -- WHEN HE FLIES BACK TO PARIS -- ARE ALSO EXPECTED TO COVER EAST-WEST RELATIONS, UNITED NATIONS ISSUES, AND TROUBLE SPOTS SUCH AS THE CONGO, MALAYSIA AND CYPRUS.
