    TRANSCRIPT: QUESTION: In the course of your investigations, you will no doubt be asked I imagine by some African when trying to interpret the settlement terms, he will ask you, "when do you expect majority rule will come". What would your answer be to that.?



    PEARCE: Well, my answer is that it's not a question of estimating in time at all. I don't believe that real value can be achieved by trying to estimate in time. The point of the thing is that instead of there being no majority rule, there being a bar on it, there will be majority rule over a space, and I think it's for intelligent political debate to argue the two sides -- the one who says it will come quickly, the one who says it won't come for years and years.

    Background: British judge Lord Pearce announced detailed plans on Wednesday (12 January) in Salisbury for a nationwide test of opinion on the Rhodesian independence terms, saying "Our aim and ambition is to interpret the true voice of Rhodesia".

    He told a news conference that the British commission, which had flown in the day before to carry out a test of the acceptability of the constitutional proposals, had already begun the first stage of the big task -- that of seeking written statements from people and organisations who wished to have their opinions heard.

    Lord Pearce forcefully reaffirmed his commission's complete impartiality of the independence settlement issue. The great bulk of white opinion is clearly in favour of the terms, and although black reaction has so far been largely against the terms, most political sources say this does not necessarily represent all African feeling.
